The Whistling Kite looks like its been for a swim and calling for help! Certainly looks like a juvenile.

It was squawking out and opening and closing his beak. Seemed distressed. Maybe calling for its parents

Yes, to both I think. It looked damp and it certainly does whistle. It begins by descending down the scale, followed by an up-scale staccato chatter.
